'Caught in the Act' 

Wicklow paper reports that ‘CCTV footage from secret locations across Wicklow is being used to identify and publicly shame illegal dumpers in a bid to halt the practise.’  The article further describes how the footage will be ‘…handed over to the media following successful prosecutions in a bid to shame dumpers into stopping their activities.’
